Surface Transportation Reauthorization – House Bill Analyses

The surface transportation reauthorization process on Capitol Hill is moving forward in the House, with three House committees approving separate legislation in the past two weeks that will form the basis of the full reauthorization package.

On May 22, the House Transportation and Infrastructure Committee approved the BUILD America 250 Act, which will reauthorize surface transportation programs for FY2027 to FY2031, including highways, transit, rail, and pipelines. 

Similarly, on May 21, the House Energy and Commerce Committee approved the Motor Vehicle Modernization Act, addressing NHTSA programs and motor vehicle safety. 

On May 20, the House Science, Space, and Transportation Committee approved the Surface Transportation Research and Development Act of 2026, addressing policy changes for research activities and reauthorizing certain programs for five more years.
