Momentum Issue #164 – Highlighting ITS America’s Q2 Work

Q2 of 2025 is coming to an end, and ITS America is proud to say we have been thoroughly busy advancing dialogue, convening experts, and producing materials aligned with our mission to build transportation systems that are safer and more connected across the U.S.

This quarter, with the dedicated commitment of ITSA staff and members, we’ve produced three documents and expanded our ITS Technology Use Case Library with a third volume!

ITS America Automated Vehicle Policy Framework

As the introduction of AVs – whether robotaxis, shuttles, trucks, or other innovative mobility options – continues to move at a fast pace in the U.S., federal leadership is needed to guide and support the safe and scaled deployment of AVs across the country. Due to this need, ITS America has released our updated AV Policy Framework to help guide federal policymakers and decisionmakers on facilitating the development, deployment, and ongoing safety of AVs in the U.S.

This framework calls on on strong federal leadership from the U.S. government to set policy that ensures the safe deployment of AVs on the road and looks to encourage further adoption of autonomous mobility options.  

Some key calls to action for the U.S. Department of Transportation include: 

  • Create a centralized data sharing mechanism for AV safety and operations that builds upon existing collection efforts 
  • Develop required driving tests and safety case approaches for Automated Driving Systems (ADS) 
  • Modernize Federal Motor Vehicle Safety Standards (FMVSS) 
  • Incorporate digital infrastructure, accessibility, cybersecurity, research, and workforce needs into all policy developments 

ITS America Privacy Policy Recommendations

ITS America supports federal efforts to create a national data privacy framework. The transportation industry and its users flourish when there is certainty and reliability, and the same applies to data privacy protections for ITS and transportation technology. A patchwork of state and local data privacy laws hinders the ability for the effective widespread use of life saving technology that relies on accurate data. A federal privacy framework should be adopted that establishes uniform privacy standards across all 50 states.

To that end, we have released Privacy Policy Recommendations for a national data privacy framework. These recommendations to federal policymakers in the U.S. look to balance the need for safety and innovation, while ensuring that consumers’ data is protected. 

These recommendations are focused on four categories: 

  • Responsible Data Use 
  • Personal Data Protection 
  • Accountability and Transparency 
  • Security 

ITS America Connected Vehicle Privacy Brief

Today’s transportation systems rely on digital information and communications to improve safety and mobility. Maintaining data privacy is critical to gaining public trust and upholding security in all modes of transportation. Connected transportation technologies pave the way for innovation and significantly enhance safety and efficiency. Balancing privacy and security with innovation is crucial for the successful implementation of these advanced systems.

ITS America’s Connected Vehicle Privacy Brief outlines the privacy aspects of direct vehicle-to-everything connectivity systems and identifies the efforts manufacturers are implementing to maintain strong consumer data privacy and security protections.

ITS America ITS Technology Use Case Library Volume 3

In January 2024, we released our first ever ITS Use Case Library with the goal of highlighting ITS projects that are creating tangible impacts on communities across the United States, gathered from our member organizations and their partners. This June 2025, we are proud to have released Volume 3 of our ITS Use Case Library.

Featuring eight exciting new use cases, Volume 3 showcases a variety of technologies significantly driving the transportation technology industry, including connected and automated vehicles, AI-powered traffic management, transit signal priority, rapid transit planning, smart data centralization, and much more. 

Volume 3 exemplifies the span of ITS applications. From “Piloting C-V2X in Urban Canyons” in New York City to “Digital Twin-Aided Bridge Evaluations” in Seattle and “Supporting CAV Deployments Through Smart Infrastructure” in Central Ohio, this library is growing to encompass the innovative solutions getting deployed across the country.

ITS America created this use case library for your use in conversations with federal policymakers and regulators – as well as the general public – to tell the ITS story. From both the public and private sector, we are honored to showcase our members’ accomplishments through this regularly updated living document. This library includes some of the best examples of utilizing technology to make transportation safer, smarter, and more connected.
