Shailen Bhatt, Administrator FHWA Shailen has been a dedicated public servant for nearly his entire career, serving as staff and executive leadership in three state DOTs, USDOT and ITS America. He has tirelessly promoted public and private sector cooperation to grow transportation safety, improved mobility and decarbonization through the use of intelligent transportation systems.

Malcolm Dougherty, Vice President and California Transportation Market Group Director HDR With over three decades of groundbreaking leadership in transportation, Malcolm Dougherty has shown the dedication and commitment worthy of the ITS America Lifetime Achievement Award. His visionary leadership and innovative project delivery mentality were directly responsible for California’s implementation of historic legislative pieces that benefited transportation. Malcolm was an early pioneer of the integration of smart technology into transportation networks, significantly accelerating the delivery of critical infrastructure. His commitment to sustainability provided the foundation for widespread adoption of AV and the development of green infrastructure. Moreover, his tireless advocacy for equitable transportation policies has improved mobility for underserved communities, ensuring that transportation advances benefit all citizens. Malcolm’s legacy in the transportation sector is a testament to his dedication, ingenuity and unwavering pursuit of progress.

Steve Kuciemba, Executive Director, Institute of Transportation Engineers (ITE)

Steve has been a leader in our industry for much of his career, having engaged in ITS programs in the public sector, private sector, and non-profit organizations. He has helped start up industry groups like the ITS Maryland state chapter and the I-95 Corridor Coalition (now the Eastern Transportation Coalition); he has been an active participant in many national and international strategic initiatives; he played a central role in bringing demonstrations to the ITS World Congress and advancing the hands-on element of experiencing ITS benefits; he has spoken in dozens of sessions, delivered dozens of keynotes, written dozens of publications, and demonstrated clear leadership in ITS; and he has been a vocal advocate for V2X, from both a technical as well as policy perspective. Steve has helped champion ITS and CAV across multiple employers and has been an avid supporter and engaged in dozens of ITS World Congress events throughout his career.

Abbas Mohaddes, Chairman of the Board, Umovity and PTV Logistics

Abbas has spent many years in the ITS industry and, on behalf of several organizations he has been involved with over the years, he has made major contributions in support of ITS America and World Congress.  We hope he is recognized by his peers through this prestigious award.

Jason Tao’s career exemplifies dedication to advancing transportation systems through innovative solutions and leadership. His founding of ITS DC highlights his commitment to fostering a collaborative and progressive ITS community in the District of Columbia and beyond.
